Development of slovenian local self-government in the new public management perspective
From the first half of 1990s’ Slovenian local self-government was involved in the ongoing process of public administration reforms. In this context main emphasis was on modernisation of public administration at all levels. Two main elements were influencing these processes. First it was tendency to fulfil criteria of the European Union concerning effective and democratic political and administrative system. Second one was theoretical background of New Public Management (NPM), that was present in Europe for longer period of time but in Slovenia it emerged only after 1990. In this context paper will try to show all the main elements of local self-government reforms in the context of New Public Management approach as the criteria of desired form and functioning of public administration. We will evaluate Slovenian local self-government via main elements of NPM, namely effectiveness, client-friendliness and economic performance.
