The application of integral approach in local development planning |
The changed living conditions and current issues of concern call for a different approach in problem solving from the point of view of both local administration and citizens. Strategic planning is the means to overcome the ongoing challenges arising from the existing problems as well as to create a way ahead in the development of the Trebinje municipality. The methodology of participatory planning was used in designing of the development Strategy of Trebinje municipality. This methodology was developed and recommended by the World Bank. The Strategy consists of three goals identified as the most important ones for further development of Trebinje but also of the entire eastern Herzegovina region which heavily relies on this town. Key elements have been defined for monitoring and evaluation of the implementation of the Strategy with the following indicators: the number of enterprises; employment rate; local economy income; profitability and productivity; demographic rejuvenation. The Strategy is concerned with the operational plan of implementation and strategic indicators. Also, the roles and responsibilities have been defined of the numerous institutional actors inthe implementation, financing, monitoring and evaluation of the realization of the Strategy.
