IS Development issues understanding - a condition and an object of social responsibility for IS in Serbia
The issue of social responsibility for information systems (IS) becomes more and more important. However, it is not easy to determine what a socially responsible IS development is and which responsibilities for IS should be delegated and to whom. Different views on IS nature and on their roles in organizations and society are the basis for different delegation of responsibility for IS. Besides,a permanent improvement of information technology, permanent changes in organizations and society and an increasing IS connectivity make IS development and the problem of ascription of social responsibility for IS ever harder. Understanding of IS development issues can be seen as a condition and as an object of social responsibility for IS. This paper points out that aa socially responsible IS development requires an understanding of IS development issues and delegation of responsibility for building that understanding. The issues of a socialyz responsible IS development are illustrated on the case of the water information system (WIS) development in Serbia. The paper is a contribution to an understanding of IS and information society development issues in Serbia and in that way it is a contribution to a socially responsible development of IS and information society.
